Moroccan Lawyers Announce Unprecedented Escalation Following Legislative Committee Approval of Advocacy Law

Moroccan Lawyers Declare Unprecedented Response to Advocacy Law Approval

On June 23, 2026, the Moroccan Bar Association announced a significant escalation in its response to the legislative committee's approval of amendments to the advocacy law. This decision comes after the Justice and Legislation Committee of the Moroccan Senate ratified modifications that the Bar Association claims undermine the foundational principles of the legal profession. In a statement released by the Bar Association, the government was accused of "overturning the participatory approach" previously established during dialogue sessions with the Prime Minister. The statement emphasized that the modifications could potentially jeopardize the professional and social achievements of lawyers, posing a direct threat to the core values that uphold the integrity of the legal profession.

The Bar Association expressed its disappointment over the government's apparent disregard for previous commitments made during discussions, despite the profession's responsible engagement in the legislative process. The new amendments are viewed as detrimental to the guarantees associated with the independence of defense and the protection of clients' rights. Furthermore, the statement criticized the "influence" exerted by the Minister of Justice during various stages of the discussions surrounding the bill, which they believe is a direct attack aimed at diminishing the role of lawyers in defending rights and liberties.

In light of these developments, the Bar Association firmly rejected any initiatives that may threaten the autonomy of professional institutions or undermine the health and welfare systems established for lawyers. They asserted that these achievements are non-negotiable. The Association praised the unity and mobilization of both male and female lawyers in their fight for the profession's dignity, urging them to strengthen their ranks and set aside internal disputes. They characterized the current situation as a "battle for existence" that is critical for safeguarding the profession's dignity and maintaining its independence.

As part of their protest program, the Bar Association has decided to continue a complete cessation of professional services until further notice and to suspend the legal aid system. Additionally, they plan to gather collectively at the Association's headquarters and hold a press conference to elaborate on what they consider a "serious legislative regression." The Association also intends to reach out to various national and international bodies, including the UN Special Rapporteur on the independence of judges and lawyers, to highlight what they perceive as an attack on the legal profession in Morocco. They are set to begin international advocacy efforts regarding this matter.

According to the statement, the Bar Association's office will prepare an unprecedented escalation program in the history of Moroccan advocacy, with details to be announced following a general meeting on June 23, 2026. This program will continue until the government retracts the provisions deemed harmful to the message and independence of the legal profession.
