Casablanca's Commitment to Climate Resilience and Sustainability
In response to pressing environmental and urban challenges, the city of Casablanca is embarking on a transformative journey with the introduction of the Climate Plan Casablanca (PCC). This strategic initiative, supported by the World Bank and integrated within the 2023-2028 Municipal Action Plan, aims to define and structure the metropolis's priorities regarding resilience, carbon footprint reduction, and sustainable development.
The official launch of the PCC took place on July 3, 2023, bringing together key institutional and technical stakeholders under a unified vision. The event was presided over by Nabila Rmili, the president of the Casablanca Municipal Council, along with representatives from the World Bank, highlighting the collaborative effort behind this significant undertaking.
Goals and Strategic Focus of the Climate Plan
The PCC signifies a strong commitment towards climate transition, territorial resilience, and sustainable development. Casablanca's participation in the C40 Cities network, which includes nearly 100 major cities dedicated to climate action, enables it to leverage international best practices in its sustainability efforts. The primary goal of the Climate Plan Casablanca is to establish a comprehensive roadmap designed to enhance the city's resilience to climate change, reduce greenhouse gas emissions, direct priority investments, and sustainably improve the living conditions for its residents.
The plan will address crucial strategic sectors such as mobility, energy, water management, waste disposal, urban planning, infrastructure, and biodiversity. Nabila Rmili emphasized that the PCC represents a significant milestone for the future of Casablanca, reinforcing the city’s objective to utilize climate transition as a driver for sustainable development, resilience, and enhancement of the quality of life for all residents.
Abderrahim Outass, the vice president of the Casablanca Municipal Council responsible for international cooperation, remarked that the Climate Plan Casablanca marks a new phase in the city’s international prominence. He noted that by harnessing the expertise of the World Bank and fostering collaboration through the C40 network, Casablanca is making international cooperation a catalyst for innovation, resilience, and sustainable development for the benefit of its citizens.
According to the municipality's statement, the project's governance structure is now operational, with municipal teams working closely with the World Bank and all institutional partners to collect data and develop diagnostics that will form the foundation of Casablanca's future climate strategy. The initial intermediate results of the Climate Plan Casablanca are expected to be presented by the end of September 2026, paving the way for the creation of an operational roadmap that will steer the city’s climate actions in the forthcoming years.
