Current Needs in Morocco
In the aftermath of the September 2023 earthquake, significant reconstruction and recovery needs persist in Morocco, particularly in rural and remote areas. The rehabilitation of infrastructure, access to essential services, and economic revitalization are still lagging. These challenges are compounded by broader structural issues such as youth unemployment, territorial inequalities, and limited access to health and education services, which disproportionately affect marginalized communities. Since establishing a presence in Morocco in 2023, Acted has been actively implementing response, recovery, and sustainable development programs in the provinces of Taroudant, El Haouz, and Chichaoua, in close partnership with local organizations. To date, we have supported over 23,700 individuals through essential infrastructure rehabilitation, WASH initiatives, resilient reconstruction, green livelihoods, and vocational training. Additionally, Acted is committed to long-term initiatives that support women's cooperatives, the digital transformation of civil society organizations, and reconstruction projects that incorporate sustainable and heritage-based approaches.
Key Role and Responsibilities
Under the supervision of the Country Director, the FLAT Officer represents Acted's interests at the field level among local authorities, donors, beneficiaries, and other key stakeholders. This role involves overseeing the day-to-day operational implementation of projects and ensuring the security of the base. The FLAT Officer also provides support to project managers to ensure that initiatives align with beneficiary needs and are implemented in accordance with Acted's overarching strategy and donor guidelines.
The main responsibilities include contextual analysis, strategy implementation, network positioning, proposal development, and advocacy. Internal management involves team leadership and internal coordination, while project implementation monitoring includes quality control and partner management. The FLAT Officer is also responsible for finance, logistics, IT, administration, HR, transparency, compliance, and security management.
Qualifications and Experience
Ideal candidates will hold a university degree in a relevant field such as international development, emergency operations, or humanitarian programming, along with extensive project management experience in emergency and/or development contexts. A minimum of four years of relevant professional experience is preferred, particularly in camp management. Proven leadership and management skills, the ability to work efficiently under pressure, and excellent written and spoken English proficiency are essential. Strong negotiation and interpersonal skills, along with cultural and organizational flexibility, are also critical for success in this role.
Compensation and Benefits
The salary is determined by Acted's salary grid based on education level, expertise, security level, and experience, ranging from €2250 to €2350 net monthly (before income tax). Additional benefits include a monthly living allowance of $300, accommodation and meals provided by Acted, social security, health insurance (MSH), and international repatriation assistance (SOS International). Transport to the mission and return tickets every six months are fully covered, along with visa expenses. A pre-departure week includes four days of immersive security training, and opportunities for a 30-minute consultation with a tax advisor are provided. Psychological support sessions with professionals are also available. This position is classified as an international role within Acted’s recruitment framework, requiring eligibility for an international contract.
