On April 21, a delegation of officials from Iraq, Morocco, and Algeria visited Uvalde, Texas, under the auspices of the U.S. Department of State. Uvalde Police Department’s assistant chief, Mike Davis, emphasized the common ground shared during conversations about public safety and community dynamics. Despite language barriers—most of the visitors spoke little English and only one had previously visited the U.S.—they expressed a keen interest not only in the tragic events of May 24, 2022, when a mass shooting occurred at Robb Elementary School, but more significantly in the community's healing process. According to Davis, the visitors were focused on understanding resilience rather than merely investigating the tragedy itself.

Learning and Sharing Insights on Public Safety

The delegation's trip was part of the State Department’s International Visitor Leadership Program, which aims to foster international collaboration through shared learning experiences. Their itinerary included visits to various agencies in the San Antonio area, where they gained insights into active shooter training, resources for at-risk youth, and effective communication strategies during mass casualty events. An introduction to the South Texas Fusion Center, where Davis serves as the fusion liaison, showcased the importance of collaborative efforts in assessing threats across jurisdictions.

During their time in Uvalde, the officials toured the police department’s facilities and engaged with local officials to learn about the behavioral threat analysis implemented post-Robb Elementary shooting, where an 18-year-old perpetrator tragically claimed the lives of 19 students and two teachers. Davis shared several initiatives aimed at improving community relations and mental health support, including the Crisis Assistance Response and Emergency Support (CARES) program, which connects individuals exhibiting concerning behaviors to mental health resources, helping them transition from potential violence to wellness.

One poignant moment of the visit occurred during a discussion between Davis and Hameed, who specializes in reintegrating children kidnapped by ISIS. Davis reflected on the lessons learned about sustainability from Hameed’s work, particularly regarding the future well-being of youth affected by trauma. The conversation underscored the differences in law enforcement perceptions between their countries and the U.S., with police in North African and Middle Eastern nations often being some of the highest-paid workers, whereas Uvalde’s officers face challenges in building trust with a community still healing from previous failures in crisis response.

As the day progressed, the atmosphere shifted from formal discussions to a relaxed lunch at the diner, where the visitors enjoyed iconic American cheeseburgers. This shared meal allowed for a more personal connection among the attendees, highlighting their commonalities—families, work, and a commitment to community safety.
