Allegations of Moroccan Intelligence Involvement in Ceuta Incident
The Spanish organization Hazte Oír has taken significant legal action, filing a complaint with the National Court against Moroccan authorities believed to be involved in the recent surge of migrants entering Ceuta. This complaint also targets Spanish officials who allegedly ordered a non-intervention policy during the mass influx of individuals crossing the border. Specifically, the complaint names two individuals: Miguel Ángel Pérez Triano, the government's delegate in Ceuta, and Fouad Ali El Himma, a counselor to King Mohammed VI of Morocco, who is suspected to be the mastermind behind this operation, as per reports from THE OBJECTIVE.
According to sources familiar with the matter, Hazte Oír is requesting that their complaint be combined with an ongoing investigation initiated by Judge María Tardón of the National Court. The judge aims to clarify whether the mass entry into the city was part of a coordinated plan and has instructed the National Police to probe the incident further.
Hazte Oír’s complaint targets four distinct groups: Moroccan intelligence agents, commanders of the Royal Gendarmerie and Auxiliary Forces, the organizers of the operation, and Spanish authorities who may have issued orders for non-intervention. The organization specifically highlights Fouad Ali El Himma, referring to him as the alleged leader of the operation.
Calls for Accountability and Investigation into Spanish Orders
Additionally, Hazte Oír is demanding an investigation into which Spanish authority issued the directive to "be visible but not intervene" and who sent military personnel without ammunition and authorization to use force. The organization has also provided its own investigation, conducted by its legal team in Ceuta. They reported observing a vehicle at the Tarajal crossing that appeared to be associated with Moroccan intelligence. The occupants of this vehicle reportedly arrived in the early hours of Friday and were seen providing various forms of assistance to certain Moroccan citizens crossing the border, avoiding any attempts to be recorded.
This situation has sparked significant concern regarding the implications of foreign intelligence involvement in Spanish territorial matters and raises questions about the adequacy of Spain's response to such incidents.
