Government Performance Review Highlights Disparities Among Coalition Parties

On Wednesday, Prime Minister Aziz Akhannouch entered the parliamentary chamber surrounded by leaders of the ruling coalition parties, a scene meticulously crafted to demonstrate the perceived unity and cohesion of the government. This carefully orchestrated display was widely celebrated, with some observers likening it to a protective barrier formed by coalition leaders around the Prime Minister as he prepared to present the government's performance review for the period 2021-2026. However, the substance of Akhannouch's speech revealed a different narrative, with data showcasing significant disparities in the representation of various parties within the government coalition.

According to an analysis conducted by "Today 24," a staggering 47% of the time allocated for the Prime Minister's address was dedicated to sectors overseen by ministers from his own party, the National Rally of Independents (RNI). This figure, nearly half of the total speech, positions the RNI as the central player within the government's narrative. In stark contrast, sectors led by the Authenticity and Modernity Party (PAM) received a mere 12%, while the share for the Independence Party plummeted to just 4%, indicating a marginal role rather than a collaborative effort in managing the government's achievements.

Interestingly, Akhannouch's speech appeared to overlook many ministries under the Independence Party's leadership, with only brief mentions of the water and industry sectors, which received 160 and 200 words respectively, from a total of 8,400 words in his address. Notably absent was any discussion of the equipment sector, managed by the Secretary-General of the Independence Party, along with other critical areas such as trade and logistics, social solidarity, and social integration, all of which were similarly neglected in the presentation.

While some sectors overseen by PAM ministers were mentioned, their representation was notably subdued. For instance, the housing sector was allotted only 50 words, and the energy transition sector received 80 words, with no mention of sustainable development led by Minister Leila Benali. The higher education sector, under Minister Azeddine El-Midaoui, was allocated just 130 words, while the culture sector, overseen by Minister Mehdi Bensaid, was entirely omitted from the speech.

On the other hand, the Prime Minister ensured that sectors managed by RNI ministers received ample attention, dominating the time dedicated to the government's performance review without neglecting any area under their purview. The economic and investment sector alone garnered approximately 990 words, accounting for around 12% of the entire address. Additionally, significant time was dedicated to the financial sector (840 words), health and social protection (710 words), agriculture and fisheries (490 words), and education (430 words), among others.

Notably, the RNI had previously adopted the slogan "Path of Trust" for a publication aimed at contributing to a new development model, a phrase that resonated throughout Akhannouch's speech, appearing 36 times. In stark contrast, the term "equity," a defining slogan for the Independence Party, was conspicuously absent from the Prime Minister's address, raising questions about the representation of coalition dynamics within his speech.

The Prime Minister’s structured presentation of the government’s performance began with a concise introduction, followed by a detailed exploration of parliamentary relations and expressions of gratitude towards the monarchy, through which he outlined the strategic royal vision and the transformative achievements of the past 26 years. He allocated significant time to discussing the operational challenges faced by the government, devoting 570 words to this topic after expressing gratitude towards the King. The presentation concluded with political statements addressing various issues, which accounted for 800 words of the speech.

In summary, while the visual representation of unity among coalition leaders was evident during the parliamentary session, the underlying data revealed a fragmented narrative with significant disparities in the representation and acknowledgment of contributions from different coalition parties.
