Empowering Small Traders: Key Insights from Morocco's National Trade Forum

Focus on Small Traders in Morocco's Economic Landscape

During the inauguration of the National Trade Forum held in Marrakech, Ryad Mezzour, the Minister of Industry and Trade, emphasized the significant attention that the trade sector receives in light of royal directives, primarily due to its vital role in supporting the national economy and fostering social stability. Mezzour underscored the central importance of small traders within the economic fabric, recognizing them as essential players in ensuring the continuity of daily commercial services. The minister highlighted the government's commitment to assisting this segment through targeted support programs and practical solutions tailored to their unique circumstances.

Digital Transition and Regulatory Challenges

In his remarks, Mezzour pointed out that the digitization of local commerce remains one of the open initiatives, despite the challenges posed by a lack of enthusiasm for digital applications. He elaborated that the limited profit margin, which in some cases does not exceed 4%, stands out as one of the primary obstacles preventing small traders from engaging in electronic payment systems. The ministry is actively collaborating with various stakeholders to provide initial solutions aimed at reducing the costs associated with electronic transactions. This includes a proposal to lower transaction fees to around 0.8% while ensuring immediate reimbursement timelines without imposing additional burdens on traders.

The government official also unveiled an initiative aimed at supporting 120,000 traders by covering the annual subscription fees set at 120 dirhams for two years. This initiative seeks to enhance the appeal of digitization and encourage participation in the modern trade ecosystem. Furthermore, Mezzour addressed the issue of licensing, deeming it one of the significant challenges facing local traders. He called for simplifying procedures by adopting a declaration system instead of traditional licensing for simpler activities, which would aid in integrating the informal sector and bolstering the trust between traders and tax authorities.

In conclusion, Mezzour reiterated that the reform of the trade sector hinges on building a comprehensive system based on trust, incentivizing initiatives, and streamlining processes, all of which are essential for enhancing the sector's performance and improving its competitiveness at the national level.
