World Bank's Ambitious Water Forward Initiative

The World Bank Group has unveiled an innovative global initiative named Water Forward, aimed at addressing one of the most pressing challenges facing the planet today: the global water crisis. This program is designed to assist countries in enhancing their water security, improving infrastructure, and effectively managing increasingly erratic water supplies. Announced last Wednesday, Water Forward sets an ambitious goal of ensuring water security for one billion individuals worldwide. Central to this initiative are the "Water Compacts," which are national-level commitments that countries make to implement policy reforms, secure financing, and establish long-term investment strategies.

Morocco's Ongoing Water Challenges

As of now, fourteen countries have committed to these Water Compacts, including nations such as Albania, Angola, Bolivia, Cambodia, and others. However, Morocco is noticeably absent from this list, despite its classification as one of the most water-stressed countries globally, a fact that has been highlighted in numerous reports over recent years. According to a 2023 analysis by the World Bank in its Morocco Climate and Development Report, the country’s renewable water availability has plummeted to approximately 620 cubic meters per person annually, positioning it perilously close to the threshold of absolute water scarcity.

Interestingly, the year 2026 may initially appear to offer a more optimistic outlook for Morocco. Recent heavy rainfall has significantly replenished dam levels throughout the country, bringing previously low reservoirs back to a more manageable state, which provides temporary relief for farmers and urban water supply systems. However, water experts urge caution in interpreting this positively. The rainfall patterns in Morocco have become increasingly unpredictable, and one favorable year does not negate the impact of preceding years of drought, nor does it alleviate the underlying structural pressures on the country's water resources.

Whether Morocco will join the next wave of countries participating in the Water Forward initiative remains uncertain. Given the critical nature of the water crisis and Morocco's ongoing challenges in balancing water supply and demand, it would seem a natural fit for the program to expand its reach to include Morocco.
