U.S. Budget Proposal for 2027 Signals Shift in Military Aid to Morocco

The recent budget document submitted by the U.S. State Department to Congress on April 3 outlines a significant shift in American security assistance for the fiscal year 2027, focusing on a select group of allies. For Morocco, a key non-NATO ally of Washington and host to Africa's largest military exercise, African Lion, this proposal indicates the complete removal of foreign military financing (FMF) that the kingdom previously received in 2026.

The 2026 Finance Law (P.L. 119-75), signed by President Trump on February 3, included a provision of $20 million in FMF for Morocco, alongside standard allocations for training and security cooperation. However, the proposed 2027 budget eliminates this FMF line entirely, with Morocco no longer appearing in the program's table. Instead, the focus is now on four primary recipients of grants: Israel ($3.3 billion), Egypt ($1.3 billion), Jordan ($400 million), and Taiwan ($100 million). Collectively, these countries will absorb nearly the entire budgetary allocation of $5.25 billion.
