Benhassi noted that while this scenario may be comfortable for the state, it could also be interpreted as a contradiction to the spirit of the Moroccan Constitution of 2011, which emphasizes plurality and recognizes the Hebrew dimension of Moroccan identity and the principle of the "Commander of the Faithful." In a second scenario, Benhassi explained that the proposal might be accepted in principle, subsequently referred to parliamentary committees for lengthy technical discussions, during which it could be amended or effectively frozen. This would absorb political pressure while presenting an image of democratic openness without resulting in any real change, a common occurrence in sensitive files.

Potential Outcomes of the Citizenship Proposal

The third scenario involves the possibility of a limited amendment to the nationality law, which could facilitate the retrieval of citizenship for those who can prove their Moroccan ancestry or simplify naturalization processes for a specific group with positive interpretations of Moroccan nationality law. Continuing with the proposed scenarios, he mentioned a fourth possibility where a partial acceptance of the legislative request could occur under specific conditions, such as requiring precise proof of lineage, maintaining actual ties to Morocco, or mandating residency or investment. The result of this scenario would likely yield a very limited number of beneficiaries while alleviating concerns regarding identity or mass naturalization.

Benhassi also noted that a full acceptance of the proposal remains the least likely outcome, despite its potential to generate international resonance, particularly with countries like the United States and Israel, and to solidify Morocco's image as a pluralistic nation with clear legal provisions. However, this would also lead to intense internal discussions and strong ideological and political exploitation of the decision by Islamist groups and remnants of radical leftist factions, making this scenario politically costly and therefore unlikely.

Lastly, Benhassi suggested that the discussion might shift towards offering non-citizenship alternatives, such as providing residency facilitation in Morocco while directing public policies towards producing and financing expanded cultural and religious programs that reinforce Moroccan Jews' connections to their roots. This scenario would allow Morocco to achieve significant symbolic gains without major legal changes and would likely result in limited internal backlash.

By examining the internal dynamics in Morocco alongside geopolitical changes and new alliances, Benhassi stressed that while the legislative proposal may not provide a definitive solution, it certainly reopens necessary discussions about identity and citizenship in a changing Morocco. It could create a balance among various sensitivities and voices that have historically exploited the Palestinian issue as a commercial asset and justification for existence, often leading to discourses that transcend solidarity into clear expressions of hatred, overlooking Morocco's history as a beacon of tolerance and coexistence among all religions and cultures.

The debate surrounding the legislative proposal has rekindled in recent weeks, with the government clarifying that this is not a governmental proposal but rather a legislative initiative.
