Parlasur and Morocco Strengthen Ties with New Memorandum of Understanding

Strengthening Parliamentary Cooperation Between Parlasur and Morocco

In his capacity as the president of Parlasur, Paraguayan Deputy Rodrigo Gamarra recently visited Morocco, where he signed a significant Memorandum of Understanding and Cooperation between the Parliament of Mercosur (Parlasur) and the Chamber of Councillors of the Kingdom of Morocco. This agreement was formally established in the capital city of Rabat, under the auspices of both parliamentary presidencies, marking a pivotal moment in the diplomatic relations between South America and Africa.

In an exclusive interview with La Nación/Nación Media, Deputy Gamarra elaborated on the details of this agreement, which he co-signed with Mohamed Ould Errachid, the President of the Chamber of Councillors of Morocco. The memorandum aims to create a strategic and sustainable parliamentary partnership that will enhance political and legislative coordination on economic matters of mutual interest. Furthermore, it seeks to foster connectivity and integration between Africa and South America, two regions rich in cultural and economic potential.

Key Components of the Memorandum

Gamarra highlighted several key areas outlined in the memorandum. One of the primary components is the establishment of concrete execution mechanisms, which include the exchange of parliamentary and economic delegations, the creation of a permanent institutional consultation channel, and the development of joint work programs. These initiatives are designed to facilitate ongoing dialogue and cooperation between the two regions.

“This agreement is part of a broader vision for building an integrated Atlantic space,” Gamarra explained, positioning Morocco as a strategic platform to strengthen ties between Africa and South America. He emphasized that while the memorandum is a political and strategic instrument, it is not legally binding, thereby laying the groundwork for deeper cooperation between the two regions in the future.

This initiative reflects a growing recognition of the importance of international collaboration in addressing shared challenges and opportunities. By creating frameworks for dialogue and partnership, both Parlasur and Morocco are taking significant steps towards a more integrated global community.
