New Framework Agreements Enhance Support for Youth Transitioning from Care Institutions

On Thursday, a significant framework agreement was signed in Salé between the Ministry of Solidarity, Social Integration, and Family, along with relevant ministries, the National Initiative for Human Development, and a cooperation agreement with National Assistance and several associations working in this field. This initiative aims to implement the national program "Riyadah" to support and integrate children and youth in social care institutions as they reach the age of 18.

The first framework agreement was signed by several key figures including the Minister of Economic Integration, Small Enterprises, Employment, and Skills, Younes Skouri; the Minister of Health and Social Protection, Amin Tahraoui; the Minister of Higher Education, Scientific Research, and Innovation, Aziz El-Midaoui; and the State Secretary in the Ministry of Solidarity, Social Integration, and Family, responsible for Social Integration, Abdel Jabbar Rashidi, alongside the National Coordinator for the National Initiative for Human Development, Mohammed Dardouri.

The primary goal of this framework agreement, coinciding with the launch of the "Riyadah" program, is to enhance coordination among government sectors involved in the care of children and youth in social institutions. It aims to achieve their social and professional integration after they turn 18, while also strengthening the legislative and institutional framework aimed at protecting and promoting the rights of children and youth after leaving these institutions. Furthermore, it guarantees educational, medical, semi-medical, psychological, and social support for children in social care institutions, paving the way for their independence.

The agreement also seeks to facilitate access for children and youth to various sectoral services and programs that enable their social and professional integration following their departure from these institutions. Additionally, it aims to support and enhance the capabilities of the staff and professionals in these social care institutions, preparing children and youth for life after leaving and achieving their autonomy.

The second framework agreement, which the ministry signed with National Assistance and associations representing various regions of the kingdom, aims to provide a comprehensive basket of services ensuring both pre- and post-care support for children and youth in social institutions. This support focuses on social and psychological accompaniment to achieve their independence and social and professional integration after they leave these institutions, through the development of individualized life projects for the social integration of each beneficiary.

These projects include enhancing personal skills, improving educational levels, obtaining training aligned with labor market needs, and supporting their independence and integration into the social fabric, including family reintegration where possible.

During the event, the Minister of Solidarity, Social Integration, and Family, Naima Ibn Yahya, emphasized that the signed agreements aim to enhance coordination to facilitate the access of concerned children and youth to all sectoral services and programs that enable their social and professional integration after leaving social care institutions.

In his remarks, the Minister of Health and Social Protection, Amin Tahraoui, stated that developing inter-sectoral health measures for children and youth in preparation for their departure from social care institutions is of great importance. He highlighted that this commitment, demonstrated through the signing of this strategic framework, transforms the partnership into a tangible impact on the lives of these youth.

The signing of these agreements coincided with a meeting organized by the Ministry of Solidarity, Social Integration, and Family, aimed at launching the national program "Riyadah" to support and integrate children and youth as they transition out of social care institutions at the age of 18.
