Nabila Mounib's Take on Morocco's Social State

Nabila Mounib, a prominent parliamentary figure from the Unified Socialist Party and former secretary general, expressed her concerns regarding the social support system in Morocco. During a seminar organized by the Mohamed Bensaïd Ait Idder Center, she highlighted that the current criteria for social aid has excluded many deserving families who are living in precarious conditions. Mounib raised a pertinent question about why Morocco has not yet adopted a comprehensive health coverage system funded by taxes, arguing that such a system could have significantly benefited the vulnerable population.

The Inequities of Wealth Distribution

According to Mounib, the only way to ensure social and spatial justice is through a fair and equitable distribution of wealth. She pointed out that the transition from the "Ramed" system to "Amo Solidarité" has led to the exclusion of one million individuals, further entrenching poverty and vulnerability. She criticized the social support mechanism, claiming that it perpetuates poverty, allowing the needy to smile in the face of their oppressors. Mounib vehemently opposed the notion that a social state merely involves allocating crumbs to the impoverished while allowing the oligarchy to benefit from significant resources. She criticized the current government under Ahnouch for sidelining democracy and freedoms from its agenda, questioning the necessity of elections or renewing political elites when the Ministry of Interior is tasked with integrated development programs.

Mounib also criticized the weakening of existing institutions, including constitutional bodies like the Competition Council. She asserted that without a democratic foundation, genuine separation of powers, anti-corruption measures, an independent judiciary, and accountability, sustainable development programs and a true social state cannot succeed. Furthermore, she lamented the unregulated opening policy towards foreign trade, which has resulted in numerous trade agreements that often do not favor Morocco's trade balance. Simultaneously, she criticized the National Investment Charter, which she believes legitimizes the sale of Morocco.

Additionally, Mounib condemned the appropriation of agricultural lands and water resources, suggesting that support is often allocated to friends of the ruling elite to expand the oligarchy and establish electoral support bases. She expressed her frustration with a political class that lacks shame and believes that Moroccans have short memories, failing to recognize the ongoing issues in the country.
