Morocco's Economic Forecast and Strategic Goals

The Moroccan Ministry of Economy and Finance has projected a robust economic growth rate of 4.1% for the year 2027, with an optimistic outlook for the subsequent years of 2028 and 2029, estimating an average annual GDP growth of 4.2%. This information is detailed in the three-year report on budget implementation and the macroeconomic framework, which accompanies the draft of the financial law and has been published on the ministry's official website.

A significant driver of this anticipated growth is expected to stem from non-agricultural sectors, which are projected to see value-added growth of 4.3% in 2027, maintaining an average increase of 4.2% per year through 2029. Notably, the secondary sector, which encompasses industry and construction, is forecasted to expand by 4.9% in 2027, followed by an average growth rate of 4.3% in the subsequent years. In the tertiary sector, which includes services, an annual growth of approximately 4.1% is anticipated.

In the agricultural sector, the government has estimated a stable grain harvest of 70 million quintals annually, projecting an increase in value-added of 1.2% in 2027 and an average of 4.3% during the years 2028 to 2029. Demand-side indicators are also promising, with private consumption expenditures expected to rise by 4.3% in 2027, while gross fixed investments are projected to increase by 4.6%. Additionally, exports of goods and services are anticipated to grow by 7.3% in volume, with imports rising by 7.0%.

Fiscal Consolidation and Debt Management Initiatives

Alongside these growth expectations, the three-year budget program outlines specific targets for fiscal consolidation. The budget deficit is set to be reduced to 3.0% of GDP for the years 2027, 2028, and 2029. Furthermore, the ministry aims to lower the debt-to-GDP ratio to 63% by 2029.

To secure this financial flexibility, the strategic framework emphasizes controlling personnel costs, optimizing ongoing operating expenses, and enhancing the efficiency of public investments. For the current year, the government estimates that Morocco's economic growth will reach 5.3%. The presented report serves as a foundational document for the upcoming parliamentary discussions regarding the multi-year financial framework.
