Budget Approval and Future Operational Plans

During the meeting, the board successfully endorsed the group’s budget for 2026 along with its operational plan for the period spanning 2026-2027. Additionally, they ratified the organizational structure and implemented a standardized framework for health professionals operating under this new system. Officials have confirmed that the Souss-Massa Territorial Health Group is set to commence operations in August 2026, marking a significant step forward in regional healthcare governance.

This reform introduces a novel governance model that positions regional entities at the forefront of healthcare decision-making. Its objective is to create a cohesive network linking hospitals, primary care centers, and university facilities into a unified system that is responsive to the specific health needs of the territory.

Strategic Importance of Souss-Massa in National Health Initiatives

Officials emphasized the crucial role that Souss-Massa plays within Morocco's healthcare landscape, particularly in light of its rapid population growth and development trajectory. The discussion also highlighted the newly inaugurated Mohammed VI University Hospital in Agadir, which opened its doors in 2025 and boasts 867 beds, serving approximately three million individuals from the region and surrounding provinces. Notably, this facility is distinguished as the first hospital in Africa to utilize robotic surgery for complex, minimally invasive procedures with three-dimensional accuracy.

Furthermore, the region is preparing for a significant enhancement of the Hassan II Regional Hospital in Agadir, which is slated to provide 450 beds, with construction expected to commence before the year concludes.

Tarik El Harti, the Director General of the Territorial Health Group, elaborated on the organizational and financial frameworks of the new entity, underscoring that robust medical governance is foundational to the reform’s success. The regional medical program is intended to steer the planning and organization of services, regulate patient pathways, and bolster coordination across primary care, hospitals, and university-level services. A particular emphasis is placed on family medicine, which serves as the initial point of contact within the health system, aiming to enhance patient navigation and alleviate the burden on hospitals.

In addition to these structural reforms, the meeting also addressed essential measures for the development of the health workforce, including ongoing training and strategies to attract additional medical and paramedical personnel to regional facilities. Participants advocated for a more accelerated implementation of an integrated health information system, which is viewed as crucial for enhancing coordination, monitoring, and the efficient use of resources.

This reform is part of a broader national transition towards a more organized and regionally based health system designed to improve access to care and enhance overall healthcare performance.
