Marrakech Hosts Strategic Aviation Agreements to Enhance Air Safety and Training

On Tuesday, the city of Marrakech witnessed the signing of two strategic agreements between the Ministry of Transport and Logistics and the International Civil Aviation Organization (ICAO). These agreements are aimed at elevating the professional training system and developing security standards and facilitation measures to align with the rapidly evolving global dynamics of the aviation sector.

The signing ceremony took place on the sidelines of the fifth edition of the Global Implementation Support Symposium (2026 GISS), hosted in Marrakech under the esteemed patronage of His Majesty King Mohammed VI. The agreements were signed by Abdel Samad Guiah, the Minister of Transport and Logistics, and Juan Carlos Salazar, the Secretary General of ICAO.

The first agreement focuses on launching an ambitious training program that will span three years and aims to qualify approximately one hundred civil aviation inspectors annually, prioritizing developing countries. This program encompasses critical areas such as flight operations, aircraft airworthiness, air navigation, and accident investigation, adhering to the highest international standards. Morocco will host these training sessions in both in-person and hybrid formats in French and English, solidifying the Kingdom's position as a regional hub for technical expertise. Under this agreement, the ministry will finance the program and provide the necessary infrastructure, while the international organization will oversee global administration and coordination.

The second agreement aims to modernize Morocco’s aviation system through two key pillars that ensure a balance between stringent security measures and smooth services. The first pillar focuses on enhancing passenger processing efficiency and border management, adopting modern approaches to risk assessment to guarantee a quality experience for travelers. Meanwhile, the second pillar concentrates on developing advanced inspection mechanisms, bolstering the security of sensitive shipments, and protecting strategic data and aviation systems from emerging digital threats by strengthening the cybersecurity framework.

This initiative is of significant importance to the Kingdom of Morocco, as it contributes to reinforcing its continental leadership by providing tangible solutions to African nations in the field of air safety. Moreover, it enhances the preparedness of airports and national systems to meet major upcoming challenges, including the World Cup 2030, while also deepening trust with international stakeholders in the aviation system, attracting more quality investments in the sector.

The Global Implementation Support Symposium, organized under the theme "Regional Solutions, Global Benefits," will continue its sessions until April 16, featuring high-level delegations and experts from various countries to discuss ways to enhance the resilience and sustainability of international civil aviation.
