This report provides one of the most comprehensive evaluations of AI's impact on the labor market in Morocco, framing the issue as a pressing structural transformation that necessitates immediate national coordination across various sectors, including education, industry, and public policy.

The staggering figure of 1.3 million jobs at risk stems from a convergence of several factors. The analysis indicates that approximately 1.5 million positions are directly threatened by automation, while an additional 3.1 million roles are expected to undergo considerable changes, compelling workers to acquire new skills. Collectively, roughly 4.6 million jobs could be impacted. However, Morocco's capacity to generate new digital employment opportunities is estimated at a mere 180,000 positions by 2030. This discrepancy leads to the net displacement figure of around 1.32 million jobs, highlighting a significant challenge ahead.

A pressing concern identified in the report is the glaring mismatch between the skills needed in the evolving economy and those produced by the current education system. Annually, Morocco graduates about 22,000 digital professionals, which falls drastically short of the estimated need for 250,000 to 480,000 trained individuals each year to keep pace with the demands of AI transformation. The situation is further exacerbated by the substantial informal economy, which employs roughly 67.6 percent of the workforce, leaving many workers without access to reskilling programs and increasing their vulnerability to job displacement.

The report advocates for a comprehensive national strategy that integrates educational reforms, active labor market policies, and industrial transformation initiatives. Key recommendations include the establishment of a national skills framework focused on short, targeted training programs that align with real-world AI applications, as well as a concerted effort to cultivate domestic AI capabilities through an 'AI Made in Morocco' initiative, aimed at achieving technological sovereignty.

This analysis aligns with Morocco's national AI roadmap, Maroc IA 2030, launched in January 2026, which recognizes AI's dual role as both a potential economic boon and a significant labor market risk. The government's Digital Morocco 2030 strategy anticipates the creation of 240,000 digital jobs and a projected contribution of approximately ten billion dollars to the GDP by the end of the decade. However, these projections are increasingly viewed as inadequate to counterbalance the anticipated scale of job displacement caused by automation.
