Strengthening Migration Pathways: EU, France, and Morocco Launch New Initiatives

New Initiatives to Enhance Migration Policies

On April 9, an important milestone was reached as the European Union (EU), alongside France and Morocco, unveiled two significant projects in Rabat that are set to transform the landscape of migration. These initiatives are designed to promote legal, circular, and development-focused migration, reflecting a commitment to creating structured pathways for individuals seeking opportunities across borders.

The first initiative, known as the THAMM+ Équipe France, aims to establish secure professional mobility pathways between Morocco and France. According to official communications, this project is in harmony with the EU’s Talent Partnership strategy, emphasizing the importance of developing organized pathways specifically within the agriculture and hospitality sectors. To achieve this, the initiative will engage Moroccan institutions such as MIEPEEC, ANAPEC, and OFPPT, in collaboration with French partners including OFII, France Travail, and various sectoral organizations. This collaborative effort is expected to facilitate a smoother transition for Moroccan professionals seeking employment opportunities in France.

Localizing Migration Policies for Greater Impact

Simultaneously, the Regional Migration Initiatives Program (PRIM 2) has been launched with the objective of embedding migration policies at the local level. This program is particularly focused on regions where migration is a prevalent aspect of daily life, such as Souss-Massa and the Oriental. By aiming to enhance access to essential public services, including health, education, and economic integration for Moroccans residing abroad (MREs) and third-country nationals, PRIM 2 aspires to create a more inclusive and supportive environment for all migrants. This initiative builds upon previous efforts, notably the National Immigration and Asylum Strategy (SNIA) and the National Strategy for MREs (SNMRE), showcasing a comprehensive approach to migration governance.

The partners involved assert that these projects embody a shared vision to transform migration into a beneficial opportunity not just for individuals, but also for Morocco and Europe as a whole. They are part of a broader framework referred to as the 'Team Europe' approach, which advocates for a coordinated strategy that regards migration as a catalyst for economic, social, and human development. Furthermore, these initiatives are poised to reinforce the cooperation between Morocco and the EU in migration matters, ultimately fostering mutual growth and understanding.

The official launch event was graced by several dignitaries, including Younes Skouri, Morocco’s Minister of Economic Inclusion, Small Business, Employment, and Skills; Dimiter Tzantchev, the EU Ambassador to Morocco; Christophe Lecourtier, the French Ambassador to Morocco; and Cassilde Brenière, Deputy Director General of Expertise France. Their presence underscored the importance of these initiatives and the collective commitment to enhancing migration processes.
