The introduction of this bill follows a recent letter sent by over 60 US agricultural organizations to Commerce Secretary Howard Lutnick, in which they collectively urged the removal of the tariffs on Moroccan phosphate fertilizers. The backdrop of this legislative effort is rooted in the 2021 decision by the United States to impose tariffs and countervailing duties on Moroccan phosphate fertilizer imports. This decision was influenced by allegations from the US producer Mosaic, which claimed that Morocco’s OCP benefited from government subsidies, thereby giving its exports an unfair price advantage in the global market.
