Morocco's Evolving Foreign Policy: A Geoeconomic Shift

The foreign policy of Morocco is currently undergoing a significant structural transition, influenced by a multitude of global crises, the diversification of its alliances, and the emergence of new strategic options. This shift is prominently reflected in the increasing emphasis on concepts such as "hub," "platform," or "corridor," which indicates a semantic and functional change within the national discourse. Morocco is placing greater importance on geoeconomic considerations while simultaneously upholding the geopolitical and security foundations of its national interests. This evolution marks a transition from an era of internal sovereign consolidation in foreign policy (1958-1999) to one of integration and geoeconomic projection that has been unfolding since the year 2000.

At the heart of this structural transformation lies a long-term strategic vision aimed at positioning Morocco as a regional geoeconomic hub that facilitates North-South, South-South, and East-West flows. The credibility of this vision is grounded in the solid institutional and relational achievements that Morocco has gradually accumulated. However, sustaining this trajectory faces challenges; it is contingent upon the state's ability to maintain coherence amidst the volatility of global challenges and the complexities of international relations.

In fact, the global context presents a systemic window of opportunity that is especially favorable for countries like Morocco. The forces of globalization and international politics are currently undergoing a restructuring phase that is reshaping value chains and alliances, largely due to geopolitical rivalries, economic competition, the protection of corridors, and the control of critical and energy resources. This shifting landscape is being observed by various organizations, including UNCTAD and the WTO, which have noted these trends in their recent reports.

From our perspective, the planning of trade exchanges is progressively being redefined around three competitive poles: radical de-risking and American friend-shoring; European strategic autonomy and near-shoring; and indirect near-shoring from China. This evolving framework illustrates how Morocco is strategically positioning itself to navigate the intricacies of a rapidly changing global environment.
