Morocco Takes a Significant Step in Strengthening Democratic Governance in Africa

On April 20, 2026, during the inauguration of the fifth training cycle for African electoral observers, Morocco made a pivotal announcement regarding its ongoing commitment to enhancing democratic stability across the continent. Nasser Bourita, the Moroccan Minister of Foreign Affairs, officially introduced the "Rabat Network of African Observers". This initiative, which began in 2022, has positioned Morocco as a key player in bolstering democratic capacities within Africa. Over the past five years, nearly 400 experts from the 53 member states of the African Union (AU) have received training in the Moroccan capital, which has proven effective as approximately 95% of these beneficiaries have already been deployed on the ground for AU-led observation missions, thereby ensuring the transparency and credibility of elections throughout the continent.

Training and Future Initiatives for Election Observers

During the launch of this fifth training cycle in Rabat, which will run until April 24, 2026, the Moroccan government reiterated its dedication to democratic processes in Africa. The training cohort consists of 90 participants, with a notable representation of 65% women and 85% youth, highlighting Morocco's efforts to engage diverse voices in electoral oversight. Minister Bourita emphasized the importance of creating a permanent link among the trained observers to foster ongoing exchanges and build a vibrant community of practice across the continent. Additionally, he proposed the development of an "African Election Observer Manual," designed to standardize observation methods according to excellence criteria that are defined by and for Africans. This manual is expected to serve not only as a pedagogical tool but also as a significant symbol of intellectual and methodological sovereignty for African nations.
