Morocco and the U.S. Expand Military Alliance with Decade-Long Defense Plan

Strengthening Military Ties Between Morocco and the United States

The recent bilateral agreement between Morocco and the United States marks a significant enhancement in military collaboration between the two nations, ensuring that Rabat gains access to advanced military technology in exchange for aligning more closely with the strategic interests of Washington and Israel in Africa and the Middle East. On April 16, 2026, the Moroccan Minister of Defense Administration, Abdelatif Loudyi, and U.S. Deputy Secretary of Defense, Elbridge Colby, who played a pivotal role in shaping security policy under the Trump administration, signed a "defense cooperation roadmap" in Washington. This agreement effectively binds the two countries militarily for a decade, solidifying Morocco's position as a critical strategic ally for the U.S. in Africa, alongside Egypt, thereby facilitating the transfer of public resources to the American military-industrial complex.

For 2023, Morocco's military budget is set at €6.713 billion, constituting 4.8% of its Gross Domestic Product (GDP). This budget is accompanied by a cap of €13.793 billion dedicated solely to armament purchases. According to diplomatic sources referenced by El Confidencial and Le Desk, this roadmap aims to modernize the Royal Armed Forces with previously restricted technologies, including AH-64E Apache helicopters and GBU-39B precision bombs, further establishing Morocco as the largest buyer of U.S. weapons in the region.

Integration and Interoperability in Military Operations

A central aspect of this agreement is the integration of the Moroccan army into the NATO Link-16 tactical data network, which facilitates real-time interoperability among land, naval, and air units without the need for radio communications. This technical integration will be tested during the upcoming African Lion exercises on April 20, where approximately 40 American tech companies will utilize Moroccan territory as a testing ground for their latest combat tools. Additionally, the Pentagon has announced plans to reopen a regional center in Morocco to train African militaries in drone operations, further deepening military dependence.

This military dependency serves as a counterbalance to the diplomatic support that the Trump administration has extended towards Morocco's expansionist ambitions. Washington has actively promoted a resolution in the UN Security Council that favors Morocco's "autonomy plan" for the occupied Western Sahara, dismissing international resolutions regarding decolonization. In exchange, the Alaouite kingdom continues to uphold the Abraham Accords, normalizing relations with Israel. Similarly, Israeli company BlueBird Aero Systems plans to establish a factory in Morocco for the production of the kamikaze drone SpyX, strengthening the trans-Eurasian military axis aimed at curtailing Iranian and Algerian influence.

Various analysts affiliated with conservative think-tanks, such as Amine Ayoub, suggest that this alliance could shift the strategic weight from European bases, like Rota, towards Moroccan facilities in Alcazarseguir, situated between Tangier and Ceuta. Meanwhile, senior officials within the Moroccan monarchy, including Lahcen Haddad, openly advocate for total alignment with the U.S. and Israel as a pathway to position Morocco among the "geostrategic powers".
