Strengthening Bilateral Relations through Strategic Agreements
In a significant development, Morocco and France have officially entered the practical implementation phase of their strategic partnership, following the conclusion of the 15th high-level meeting between the two nations. This pivotal event, held in Rabat, culminated in the signing of various agreements and memoranda of understanding across a range of strategic sectors. Observers view this as a transformative step, marking a transition in bilateral relations from merely rebuilding trust to actively executing collaborative projects.
The signed agreements encompass crucial areas such as diplomacy, economics, infrastructure, education, culture, and scientific research. Politically, the two sides have committed to strengthening cooperation in women's foreign policy through a memorandum of understanding. Economically, a significant focus has been placed on financing the high-speed rail project connecting Kenitra and Marrakech, alongside a joint declaration aimed at enhancing water sector partnership to support Morocco's local water policies.
In the sphere of education, a declaration of intent was signed to promote the teaching of Arabic, history, and geography within French educational institutions in Morocco, thereby enhancing bilingual competencies and cultural openness between the two nations. Furthermore, a technical cooperation program in civil aviation has been established for the period of 2026-2028, alongside a partnership between Morocco's Higher Institute of Marine Studies and France's National School of Maritime Studies, aimed at fostering academic training and exchanges.
The agreements also addressed the modernization and development of postal cooperation, as well as enhancing technical partnerships in engineering, infrastructure, and hydraulic and maritime sectors. Culturally, agreements were signed to promote artistic exchanges and cooperation in film and visual media, in addition to a strategic partnership with the Arab World Institute in Paris to bolster cultural and intellectual cooperation, showcasing Morocco's cultural vibrancy.
Scientifically, the two countries have entered into a framework agreement for collaboration in agriculture, veterinary medicine, marine sciences, and aquaculture, which opens new avenues for joint research and experience sharing between Moroccan and French academic institutions. This high-level meeting, presided over by Moroccan Prime Minister Aziz Akhannouch and French Prime Minister Sébastien Lecornu, with delegations from both governments present, serves as the first practical application of the new political framework established by Moroccan King Mohammed VI and French President Emmanuel Macron during the latter's state visit to Morocco in October 2024.
During a joint press conference following the meeting, Prime Minister Lecornu reaffirmed his country's steadfast position on the Western Sahara issue, stating that France's stance remains unchanged, with all the associated implications. This reiterates the position Paris has maintained for approximately two years, endorsing the Moroccan sovereignty plan as a viable solution to the Sahara conflict.
