Joint Efforts to Enhance Water Resource Management

In a significant move to bolster cooperation in water resource management, Morocco and Finland have established a joint working group dedicated to addressing critical water-related issues. The agreement was signed in Helsinki during the visit of Nizar Baraka, Morocco's Minister of Equipment and Water, from June 8 to 10, 2026. This collaboration aims to prioritize three key areas: groundwater management, dam operations, and wastewater recycling. Additionally, it seeks to provide opportunities for Finnish companies specializing in water technologies to engage with Moroccan counterparts.

The visit featured bilateral discussions between Minister Baraka and Finland's Minister of Agriculture and Forestry, Sari Essayah, culminating in a formal agreement aimed at strengthening the partnership between the two nations in water resource management, research, and innovation. According to Finnish government sources, the newly formed working group will focus on leveraging expertise in groundwater, dam management, and wastewater recycling, which are viewed as vital sectors for enhancing technical cooperation and economic relations between Rabat and Helsinki.

Building on Past Collaborations

This initiative follows a previous visit by Sari Essayah to Morocco in March 2026, where she met with various Moroccan officials and led a delegation of companies active in water, forestry, and bioeconomy sectors. During the signing ceremony, Essayah highlighted Finland's strengths in groundwater treatment, smart technologies, water purification, and the responsible use of water resources. She emphasized that Morocco's situation exemplifies the growing international demand for Finnish solutions in these areas.

During his visit, Minister Baraka also participated in the Mikkeli Water Forum, which was part of the Mikkeli Water Week. His presentation focused on Morocco's experience in sustainable water resource management and climate resilience. The discussions included interactions with several Finnish institutions and stakeholders, such as the Kuopio Water Cluster, the Finnish Water Forum, and the Geological Survey of Finland. The agenda covered advanced solutions in hydrology, groundwater management, environmental monitoring, flood protection, wastewater reuse, scientific research, and capacity building.

The Finnish Water Forum, which consists of businesses, ministries, research institutes, and specialized organizations in the Finnish water sector, noted that the establishment of the working group was accompanied by presentations showcasing various Finnish companies' solutions and expertise. This water cooperation initiative comes at a time when Morocco is increasingly facing water stress, prompting the government to undertake several major projects. These projects include the development of seawater desalination, dam construction, hydraulic basin interconnections, wastewater reuse, groundwater exploration, and securing drinking water supply in rural areas.

Finnish authorities have identified Morocco as a promising market for water technologies, particularly in the areas of industrial and domestic water treatment, sanitation, rural drinking water supply, and water-saving technologies in agriculture. This strengthening of ties in the water sector is part of a broader dynamic in bilateral relations between the two countries. In a joint statement released in March 2026, Morocco and Finland recognized water-related technologies and renewable energies as priority sectors for mutual cooperation.

With over two billion people globally facing threats to their water security, there is an urgent need for enhanced collaboration around sustainable water resource management, climate change adaptation, and addressing water scarcity issues to meet the growing demand.
