Open Strike Announced by Moroccan Notaries

The National Association of Notaries in Morocco has announced a comprehensive halt to all notarial services provided to citizens across the country, in protest against the draft law number 16.22 that regulates their profession. This open strike is set to officially commence on Monday, April 13, 2026, marking an escalation following previous warning steps taken by notaries, which included strikes lasting one to two weeks and protest demonstrations in front of the Ministry of Justice and Parliament in the capital, Rabat. These actions expressed their discontent with the current legislative trajectory.

On April 13, the notaries will hold a major protest in front of the Parliament in Rabat, reaffirming their professional unity and amplifying their voices to the legislative institution. The association has reiterated its absolute rejection of the adoption of the draft law without considering their observations and proposals, as well as the amendments suggested by both majority and opposition parliamentary groups. In this context, notaries have called upon the Prime Minister to intervene and open genuine dialogue channels with the association, urging regional council leaders to conduct media briefings to shed light on the background and reasons behind these protest actions.

The association has emphasized that a lack of responsiveness to the professionals' demands could undermine the credibility of the legislative institution, highlighting the existence of "conflicts of interest" that have affected the independence of legislative decisions during discussions of the text. They concluded their statement by calling for the alignment of the provisions of the new law with the 2011 Constitution and the recommendations of the Justice Reform Charter, asserting that "the dignity of the profession is not negotiable."
