During a meeting with Morocco's Foreign Minister, Nasser Bourita, Gamarra characterized the relationship between Parlasur and Morocco as essential, referring to Morocco as a brotherly nation and a natural conduit to both Arab and African partners. He described the discussions as “very fruitful,” suggesting they helped align perspectives on shared issues pertinent to both Africa and South America. This highlights the growing importance of parliamentary diplomacy, with Gamarra indicating that Parlasur is poised to facilitate enhanced relationships between Morocco and Mercosur member states.

Furthermore, Gamarra reiterated Paraguay’s backing for UN Security Council Resolution 2797, which endorses Morocco’s sovereignty over Western Sahara and proposes a credible solution to the ongoing regional conflict. His comments underscore a commitment to fostering stronger ties and mutual understanding.

The characterization of Morocco as a bridge extends beyond mere diplomatic rhetoric. In recent years, particularly in 2025 and 2026, Morocco has actively positioned itself as a nexus for interactions among Africa, the Arab world, Europe, and Latin America. This strategy is underscored by initiatives like the Nigeria-Morocco gas pipeline, which connects West Africa to North Africa and potentially to European markets, as well as the Atlantic Initiative aimed at assisting landlocked African nations in accessing crucial Atlantic trade routes.

Additionally, Morocco's collaborative preparations for the 2030 FIFA World Cup alongside Spain and Portugal have further solidified its image as a pivotal player in the realm of African, Arab, and European diplomacy and investment.
