King Launches Regional Health System Reform with New Appointments

In a significant move towards the regionalization of Morocco's healthcare system, King Mohammed VI appointed five directors for newly established territorial health groupings (Groupements Sanitaires Territoriaux, GST) during a ministerial council held at the Royal Palace in Rabat on April 9, 2026. The newly appointed directors are Hicham Afif for the Casablanca-Settat region, Brahim Lekehal for Rabat-Salé-Kénitra, Abdelkrim Daoudi for Fès-Meknès, Brahim El Ahmadi for Laâyoune-Sakia El Hamra, and Tarik El Harti for Souss-Massa. This initiative is part of the broader health system reform initiated by the national health framework law 06.22 and the establishment of GST through law 08.22. By creating these new public entities, the Moroccan government aims to streamline healthcare services and improve accessibility for all citizens.

Strategic Implementation of Health Reforms

The strategic implementation of this reform was first piloted in the Tanger-Tétouan-Al Hoceïma region, which was selected as a model for the wider rollout of the GST framework. In December 2025, eleven decrees were adopted, paving the way for the expansion of this system throughout the country. The newly appointed directors are expected to play a crucial role in this transformative process, as they will oversee the integration of various health facilities within their respective regions. This restructuring aims to minimize healthcare disparities and ensure that health decisions are increasingly aligned with local needs.
