Acted's Commitment in Morocco

In the wake of the September 2023 earthquake, significant reconstruction and recovery needs persist, especially in rural and isolated areas where delays in infrastructure rehabilitation, access to essential services, and economic revitalization remain critical. These vulnerabilities are compounded by broader structural challenges, including youth unemployment, territorial inequalities, and limited access to health and education services that disproportionately affect marginalized communities. Since our establishment in Morocco in 2023, Acted has implemented response, recovery, and sustainable development programs in the provinces of Taroudant, El Haouz, and Chichaoua, working closely with local organizations. To date, we have supported over 23,700 individuals through interventions in essential infrastructure rehabilitation, WASH (Water, Sanitation, and Hygiene), resilient reconstruction, green livelihoods, and vocational training. Acted is also committed to long-term initiatives such as supporting women's cooperatives, digital transformation for civil society organizations, and reconstruction projects that incorporate sustainable and heritage-based approaches.

Key Responsibilities

Under the supervision of the country director, the Flat Officer represents Acted's interests at the base level among local authorities, donors, beneficiary populations, and other key stakeholders. The Flat Officer oversees the day-to-day operational implementation of projects and the safety of the respective base. This role also involves supporting project managers to ensure that projects and programs are aligned with the needs of beneficiaries and are implemented in accordance with Acted's overall strategy and donor guidelines. Major responsibilities include contextual analysis, implementation strategy development, networking, proposal development, and advocacy. Additionally, the position encompasses team management, internal coordination, project implementation monitoring, quality control, and partner management. The Flat Officer is also responsible for financial, logistical, IT, administrative, and HR management, ensuring transparency, compliance, and safety management.

Qualifications and Experience

We require candidates to have a university degree in a relevant field such as international development, emergency operations, or humanitarian programming, alongside substantial project management experience within emergency and/or development programs. Preferred qualifications include strong team management capabilities, at least four years of relevant professional experience, and excellent written and spoken English skills. Candidates should demonstrate strong negotiation and interpersonal skills, flexibility across cultures and organizations, and the ability to perform effectively under pressure while meeting deadlines.

Compensation and Benefits

Compensation will be determined according to Acted's salary grid based on education level, expertise, security level, and experience, ranging from €2,250 to €2,350 net per month (before income tax). Additional benefits include a monthly living allowance of $300, accommodation and meals provided by Acted, coverage for social security, health insurance, and repatriation assistance. Transportation to the mission and a return ticket every six months, visa fees, a preparatory week including four days of security training, tax consultancy, psychological support, and eligibility for an international contract are also part of the package. This position is classified as an international role within Acted's recruitment framework, thus requiring eligibility for an international contract.
