Empowering Moroccan Investors Globally

On Monday, Bank of Africa (BOA) officially launched the "BOA MDM Network" in Agadir, a strategic initiative aimed at enhancing support for Moroccans living abroad as they pursue investment opportunities within Morocco. This initiative is part of the broader campaign titled "Moroccans Citizens of the World 2026," which seeks to bridge the gap between Moroccan investors residing overseas and the various investment opportunities available in the Kingdom. Through a coordinated effort involving both public and private sector stakeholders, the BOA MDM Network aspires to streamline the investment process for Moroccans around the globe.

The launch event was attended by notable figures including Mr. Saïd Amzazi, Wali of the Souss-Massa region, and representatives from various public and private institutions such as the Regional Investment Center (CRI), Tamwilcom, the Moroccan Agency for Investment and Export Development (AMDIE), the General Confederation of Moroccan Enterprises (CGEM), and local chambers of commerce. This regional tour aims to provide Moroccan expatriates with personalized and simplified support regarding investment opportunities available in the region.

Structured Pathway for Investment

The BOA MDM Network encompasses a structured pathway that includes dedicated conferences on investment opportunities, meetings with banking experts and partners, personalized support sessions, and networking spaces. The goal is to facilitate the successful realization of investment projects proposed by Moroccans living abroad. This initiative is built on the integrated concept of "B.O.A," which stands for Bridge, Opportunities, and Access. It aims to strengthen the bank's presence among the Moroccan diaspora, connect investors with tangible opportunities, and facilitate access to financing and various services and partners that can assist in their projects.

In his address, Brahim Benjelloun-Touimi, Deputy General Director of Bank of Africa, emphasized that Moroccans residing abroad are much more than just a source of financial remittances; they represent a significant lever for development due to their skills, networks, international experiences, and potential to contribute to wealth and job creation in Morocco. He noted that financial transfers from Moroccans abroad reached nearly 122 billion dirhams in 2025, although he lamented that only a small portion of this capital is dedicated to productive investment. He called for a collective mobilization to overcome the obstacles that hinder project holders and to transform more Moroccans abroad into investors and entrepreneurs.

Mr. Benjelloun-Touimi also highlighted the numerous advantages of the Souss-Massa region, which he views as an ideal setting for developing new initiatives to support Moroccans living abroad. He pointed out the diversity of its economic fabric, the promising opportunities in key sectors, the importance of public investments, the quality of its infrastructure, its human capital, and its strategic position as a gateway to the African continent. He believes these attributes make Souss-Massa a true laboratory to experiment with new mechanisms for supporting Moroccan expatriate investors and advocated for enhanced synergies between public and private actors to foster the emergence of value-creating projects at the regional level.

In this context, the banking executive proposed the establishment of a "certified MRE investor agent" to provide personalized support throughout the investment journey, from preparing documentation to project completion. According to him, this mechanism, which would complement existing frameworks, would simplify procedures, reduce the need for travel for investors living abroad, expedite the processing of applications, and improve the success rate of projects.

In a statement to the press, Mamoun Tahri-Joutei, Executive Director at Bank of Africa, noted that the "BOA MDM Network" aligns with the bank's commitment to address the primary concerns of Moroccans living abroad who wish to invest in Morocco, in accordance with the Royal High Guidelines advocating for a boost in productive investment from this community. He explained that this initiative aims to facilitate the identification of promising sectors, access to investment opportunities, project financing, and the completion of administrative procedures, with support provided both in the countries of residence and in Morocco. Mr. Joutei added that the initiative is based on the B.O.A concept, which establishes a bridge between host countries and Morocco, while granting investors access to business opportunities, institutional partners, financing, and personalized support designed to enhance the success of their projects.
