Revitalizing Bilateral Relations Between Peru and Morocco
In a significant move to revitalize the bilateral relations between the Republic of Peru and the Kingdom of Morocco, which are founded on friendship, mutually beneficial cooperation, and open political dialogue, Peru's Foreign Minister, H.E. Mr. Carlos Espá and Garcés Alvear, met with Morocco's Minister of Foreign Affairs, African Cooperation, and Moroccans Living Abroad, H.E. Mr. Nasser Bourita, in New York on the sidelines of the General Assembly. The two ministers expressed their satisfaction with the new impetus and positive dynamics of the relationship between their countries, driven by a commitment to strengthen bilateral ties within the framework of South-South cooperation through concrete projects.
During the meeting, the Peruvian Foreign Minister reaffirmed his country's support for Morocco's territorial integrity and sovereignty over Western Sahara. He also endorsed the Moroccan Autonomy Initiative for the Sahara, considering it a just, lasting, and acceptable political solution for all parties, aligned with the principles and purposes of the United Nations Charter. In this context, the Peruvian official confirmed Peru's full adherence to Resolution 2797, adopted by the United Nations Security Council in October 2025, which has reinvigorated the resolution process concerning the Sahara dispute based on the aforementioned Moroccan initiative.
Areas of Cooperation and Future Commitments
Furthermore, the Peruvian side expressed its willingness to establish a consulate in the city of Dakhla, which would serve as a gateway for Peruvian products to access African markets. Both ministers committed to identifying priority areas for cooperation between their two nations, focusing on specific objectives and priorities that include general security cooperation, particularly citizen security, economic and trade collaboration, agricultural cooperation in the field of fertilizers to ensure food security, and water resource management, exploring opportunities with water desalination plants. Renewable energy, logistics, and cultural, educational, and vocational training sectors were also identified as key areas for collaboration. The Peruvian Foreign Minister also expressed gratitude for the Moroccan fertilizer donations aimed at benefiting small Peruvian farmers.
Morocco and Peru acknowledged the necessity to strengthen the legal framework for bilateral cooperation through their respective international cooperation agencies (AMCI and APCI) and enhance security cooperation between their Interior Ministries, particularly concerning extradition and intelligence sharing, along with cultural and educational exchanges.
To this end, both ministers agreed to further enhance bilateral relations at both political and economic levels, particularly by convening the VIII Meeting of the Bilateral Political Consultations Mechanism in Rabat, with the date to be determined through appropriate diplomatic channels. On the multilateral cooperation front, both ministers expressed satisfaction with the convergence of their views on various contemporary global issues and challenges. They agreed to strengthen coordination within multilateral forums, support each other's candidacies, and promote a common agenda for sustainable and solidarity-based development rooted in effective multilateralism.
Finally, to continue deepening the political dialogue between their states, H.E. Mr. Nasser Bourita extended a cordial invitation to the Peruvian Foreign Minister for an official visit to the Kingdom of Morocco in the early months of 2027. The Peruvian Foreign Minister expressed his gratitude for the invitation and indicated that the timing of the visit would be coordinated through diplomatic channels.
