Morocco and Ghana Enhance Digital Collaboration
In a significant move towards improving administrative cooperation, Morocco and Ghana have signed a memorandum of intent aimed at bolstering their collaboration in digital transformation, public administration modernization, and enhancement of public services. This agreement was formalized in Rabat by Amal El Fallah Seghrouchni, the Moroccan Minister Delegate for Digital Transition and Administrative Reform, alongside Akanvariva Lydia Lamisi, the Ghanaian Minister of State for Public Sector Reform. The signing took place during the concluding day of the African Open Government Summit, which carried the theme "Towards an Open Africa".
The memorandum specifically focuses on key areas such as digitalization, open government initiatives, artificial intelligence, data governance, and emerging technologies. Additionally, it seeks to promote digital inclusion and address territorial disparities in access to digital services, ensuring that both nations advance in the digital realm collectively.
To implement the objectives outlined in this agreement, operational cooperation mechanisms will be established. These include the exchange of delegations and experts, organization of workshops, seminars, study visits, hackathons, and innovation challenges. The primary goal is to develop joint projects that have a tangible impact on citizens, public administrations, and innovation ecosystems in both countries.
This signing is part of a broader initiative led by Rabat to promote open government, enhance public transparency, and modernize administrative practices across Africa. The African Open Government Summit, which took place from May 5 to May 7, 2026, brought together public officials, national institutions, parliamentarians, and international partners committed to governance reforms across the continent.
