Revitalization Efforts for the Moroccan Pavilion by Pablo de Olavide University

The Moroccan Pavilion, originally constructed for the Ibero-American Exhibition, is set to undergo significant revitalization efforts thanks to the initiative of Pablo de Olavide University (UPO). In a bid to prevent further deterioration of this historic building, the university has announced a contract for initial restoration works, which come with a budget of €360,612, inclusive of VAT. The project is expected to be completed within six months, with interested companies invited to submit their bids by May 26.

In December 2023, the City Council of Seville granted the UPO a direct and free concession for the Moroccan Pavilion for a period of 75 years, allowing the university to develop a comprehensive cultural, academic, social, and internationalization project within the facility. Despite the university's intention to fully rehabilitate the building, immediate restoration is not financially feasible. Consequently, the UPO has indicated that it will focus on preparing a portion of the pavilion for use, which is the primary aim of this initial project, while plans for comprehensive renovation are developed and funding secured. This approach is designed to halt further degradation of the structure until a complete restoration can be undertaken.

The pavilion, located on Avenida de Molini, faced vandalism in July 2024, just months after its transfer to the UPO. Reports indicate that almost all electrical wiring, plumbing, and air conditioning units were stolen or damaged, leaving the building without essential services and causing significant structural damage. In response to these incidents, the university implemented a 24-hour security and alarm service to prevent unauthorized access while awaiting further development. Moreover, UPO determined that having a staff presence in the building daily would enhance control and oversight during this interim period.

The vision for the Moroccan Pavilion involves a multi-faceted approach across three key areas pertinent to the UPO, which will also have a broad impact on the local community. Firstly, the cultural and social initiatives will include exhibitions, conferences, performances, and concerts aimed at meeting the needs of both the university community and the residents of Seville, alongside social action initiatives in collaboration with the city council. Secondly, the academic functions of the UPO will continue at this new location, enhancing the experience for faculty who previously operated from the city center facility on Calle Laraña, now benefiting from improved facilities and a more strategic location. The university also plans to offer part of its continuous training program at the pavilion, particularly focusing on Advanced Professional Development Courses in the format of micro-credentials.

Additionally, the project aims to strengthen connections between the university and the business sector through organized meetings and seminars that will boost the UPO's presence in the local economy. Lastly, on an international scale, the university will implement a series of international cooperation initiatives primarily targeting Latin America. The Pablo de Olavide University is recognized as a founding member and academic coordinator of the Ibero-American Network of Universities committed to Human Rights under the Organization of Ibero-American States, which underscores its leadership role in this vital area.
