Morocco Solidifies Its Role as a Trusted Player in International Security Frameworks

Morocco's Expanding Security Partnerships

Morocco is not merely expanding its network of security relationships; it is strategically leveraging these connections to enhance its geopolitical standing and establish its security model as a reference point within both regional and international contexts. Recently, the Director General of National Security and Territorial Surveillance, Abdelatif Hammouchi, signed a memorandum of understanding with the General Commissioner of the Swedish National Police, signaling a new horizon for collaboration with geographical regions that were previously outside the traditional security coordination circles of the kingdom. This pivotal agreement, finalized earlier this week, provides a robust legal framework aimed at bolstering cooperation between Rabat and Stockholm in combating terrorism, extremism, and transnational organized crime—threats that transcend geographical boundaries and necessitate the expansion of security coordination networks beyond conventional frameworks.

Geostrategic Implications of the Agreement

The significance of this move extends beyond immediate security implications, as it also conveys deeper geostrategic meanings. For many years, Scandinavian countries, particularly Sweden, had maintained a somewhat distant relationship with Morocco, both in terms of security cooperation and political alignment. Past misunderstandings regarding the Sahara issue had occasionally influenced these relations, leading to positions that leaned towards separatism under the guise of "self-determination," a narrative long propagated by the Polisario Front under the cover of "historical grievances." However, this facade has been dismantled as the realities surrounding the front have come to light, reshaping international public opinion in favor of Morocco's realistic and credible stance on this matter.

From this perspective, the recent agreement can be viewed as a significant breakthrough and a thawing of a previously closed geographical arena to Moroccan security diplomacy. It not only opens channels for operational coordination but also contributes to reshaping the perceptions of some of these nations regarding Morocco's national constants, particularly the recognition of Moroccan sovereignty over the Sahara, through the building of trust and the establishment of partnerships based on mutual interests and stability.

This shift reflects a gradual transformation in Morocco's security philosophy, which now extends beyond merely securing its territory or collaborating with traditional partners in Western Europe or the United States. Instead, it has emerged as an active diplomatic tool used to forge connections with new regions, thereby solidifying Morocco's presence as a reliable player within the international security framework.

This calculated openness, spearheaded by Hammouchi over the years based on a realistic and calm royal vision for building international partnerships, has enabled Morocco to move past the stagnation that characterized its relationships with certain Scandinavian countries, especially in the security and intelligence domains. This trajectory culminated in the signing of the memorandum of understanding with Sweden, which is expected to serve as a foundation for sustainable collaboration and pave the way for similar partnerships in Northern Europe.

Additional indicators of this expanding approach have emerged, as Norway has recently expressed a desire to enhance its security ties with Morocco, with plans to sign a similar agreement that will structure cooperation on issues of mutual interest. This development reinforces the notion that the agreement with Sweden is not an isolated event but part of a broader strategy to redraw Morocco's security partnership map.

Furthermore, this proactive engagement extends beyond the Scandinavian realm, reaching distant geographical areas as a clear manifestation of Morocco's strategy to diversify its partners. On May 21, 2024, Hammouchi signed a memorandum of understanding with the Director General of the Brazilian Federal Police, marking what has been described as the beginning of unprecedented outreach to Latin America. Additionally, in October of the same year, discussions were held with the Director of Criminal Investigation Police in Chile, signaling an intention for future collaboration with new security actors outside traditional circles.

By pursuing this comprehensive approach, Morocco has also strengthened its presence in Africa, where Hammouchi finalized an agreement with the police.
