Strengthening Morocco's Role in Global Discussions on AI and Democracy

The Tenth International Conference on Human Rights and Electoral Laws, held in Marrakech on May 22 and 23, marked a significant milestone in reinforcing Morocco's presence within global discussions regarding artificial intelligence (AI), digital transformations, and their implications on democracy and human rights. This conference, the first of its kind in Morocco and Africa under the theme "Elections and Human Rights in the Age of Digitalization and Artificial Intelligence," brought together judges, experts, academics, institutional stakeholders, and human rights advocates from Morocco and various Latin American and European countries. The aim was to discuss the profound changes that digital technology and AI impose on democratic paths and electoral processes.

In this context, the "Marrakech Declaration" was introduced, emphasizing the commitment of Moroccan participants to engage in the rapidly evolving global discussions surrounding AI governance and the regulation of digital spaces, grounded in the respect for human rights and the safeguarding of fundamental freedoms. Amina Bouayach, the President of the National Human Rights Council, who co-chaired the conference alongside the President of the "Alpha" Academy in Mexico, stated that human rights must remain the "absolute and essential foundation for all paths integrating technology into public life and spaces." She highlighted that the world is currently undergoing rapid transformations due to generative AI, algorithmic influences, and big data, necessitating a balance between technological innovation and the protection of fundamental rights and freedoms.

Addressing Emerging Challenges in the Digital Age

The final document of the conference outlined several challenges that have increasingly raised international concern, including the spread of misinformation, the use of deepfake technologies, and the potential impact of algorithms on voter behavior and public discourse within digital spaces. The document asserted that democracies are now facing new forms of cross-border influence, allowing various entities to sway public opinion and electoral processes via digital platforms, thereby raising growing questions about democratic sovereignty and the protection of national public spaces.

In this light, the conference called for enhanced transparency in algorithms and subjected AI systems to independent monitoring and evaluation mechanisms, alongside support for fact-checking tools to safeguard the integrity of the digital public space. One of the notable outcomes of the conference was the announcement from Marrakech concerning the launch of the "Bridges of the Global South" initiative, a platform for cooperation between Morocco and several Latin American countries aimed at promoting the exchange of expertise and joint advocacy regarding emerging challenges related to digital transformations and human rights.

This initiative seeks to create a space for coordination and cooperation among Southern countries concerning issues related to democracy, AI, and digital rights amid the rapid transformations occurring globally. Bouayach noted that the challenge extends beyond merely developing AI; it revolves around ensuring its use within a framework that respects human dignity, protects fundamental rights, and maintains trust in institutions and democratic processes. The conference concluded with a call to continue coordination to activate the "Bridges of the Global South" initiative, thereby enhancing Morocco's and Southern countries' presence in the international dialogue concerning the future of democracy, AI, and human rights.
