In a significant move, the Moroccan government has submitted a legislative proposal to the parliament aimed at granting Moroccan citizenship to the children and grandchildren of Moroccan Jews who have emigrated abroad. The Ministry responsible for parliamentary relations announced the submission via the "National Citizen Participation Portal," emphasizing the importance of this initiative in recognizing and protecting various components of the national identity.

The proposal references the 2011 Moroccan constitution, which acknowledges the rich plurality of Moroccan identity, incorporating diverse elements including the Hebrew component along with Arabic, Berber, Andalusian, and African influences. The initiators of the proposal argue that their goal is to uphold the constitutional, political, and cultural rights of the targeted group, facilitating their integration into Moroccan society. They highlight that many descendants of Moroccan Jews living abroad have faced challenges in retaining their nationality due to administrative complexities and the circumstances of their residence in foreign countries.

The Path Forward for the Proposal

This legislative proposal has met the legal requirement of securing 20,000 signatures, which paves the way for its consideration in the House of Representatives. The parliament is expected to review whether to accept or reject this proposal within a period not exceeding 15 days. If approved for discussion, the proposal will follow the legislative process within the parliament, potentially coming into effect once it is ratified and published in the official gazette.

This move is part of the participatory democracy framework established by Article 14 of the Moroccan constitution, which allows both citizens within Morocco and those living abroad to directly propose laws to the legislative body. Although there are no precise official statistics regarding the number of Moroccan Jews either in Morocco or abroad, international estimates suggest that approximately 1,500 Jews reside in Morocco, contrasted with a larger number of Moroccan Jews living in the diaspora. This initiative emerges amid the ongoing implications following the resumption of diplomatic relations between Morocco and Israel in 2020, which has been a topic of internal debate, particularly in light of the escalating violence and humanitarian crises in Gaza since October 2023.
