Strengthening Media Governance Between Morocco and Niger
The High Authority for Audiovisual Communication of Morocco and the National Communication Observatory of Niger have officially signed a framework agreement aimed at reinforcing institutional cooperation between the two parties in the field of media governance. This collaboration is set to facilitate the exchange of expertise, best practices, and enhance professional capacities within the media regulation sector. The agreement was signed during a high-level working visit by a Nigerien delegation to Morocco, which took place from June 8 to 11, 2026.
Both parties highlighted that this agreement is particularly timely given the rapid digital transformations and the increasing prevalence of media misinformation, hate speech, and media interventions. The objective is to bolster the role of African regulatory bodies in ensuring a free, responsible, and pluralistic media space that serves citizens and supports the democratic process and African integration. Latifa Akharbash, the President of the High Authority for Audiovisual Communication, emphasized that this agreement prioritizes strengthening the capacities and competencies of media regulatory bodies. This enhancement is crucial for addressing challenges related to digital transformation and protecting citizens' media rights amidst the growing dominance of major digital platforms in information dissemination.
In response, Ibrahim Manzo Diallo, the President of the National Communication Observatory of Niger, praised the level of Moroccan-Nigerien cooperation in media regulation, affirming the importance of joint efforts to defend the media sovereignty of the African continent and strengthen its presence in the global media landscape. The bilateral consultations also touched upon various issues related to the transformations within the African and global media systems, as well as ways to develop regulatory mechanisms to keep pace with digital advancements and safeguard the media sovereignty of African nations.
This agreement reflects the commitment of both institutions to build a strategic partnership that contributes to the development of the media sector and fosters African cooperation in addressing common challenges.
