Morocco's Call for Collaborative Migration Governance

During the recent plenary session of the second International Migration Review Forum held from May 5 to 8, Morocco emphasized the urgent need for a concerted and solidarity-based approach to international governance concerning migration issues. Representing the Kingdom, Mr. Ismail Chekkori, the Director of Global Issues at the Ministry of Foreign Affairs, African Cooperation, and Moroccan Expatriates, passionately advocated for leveraging this significant quadrennial event to enhance global commitment towards the 23 Objectives outlined in the Marrakech Compact for Safe, Orderly, and Regular Migration.

In his address, Mr. Chekkori referenced a Royal Message delivered at the International Conference for the Adoption of the Marrakech Compact in 2018, wherein the Sovereign underscored that the Compact's true value lies in its effective implementation rather than serving as a mere formality. He reiterated that Morocco, in strict accordance with High Royal directives, has actively participated in realizing the Compact's objectives.

Mr. Chekkori highlighted that Morocco's approach is characterized by 'leadership by example' and the dissemination of best practices, as demonstrated through its involvement in the Champion Countries Network on Migration, a network that Morocco has proudly chaired since 2023. He articulated that the review of the Marrakech Compact is not just a procedural task, but rather an opportunity for Morocco to showcase its tangible achievements and outline further commitments ahead of the Compact's next review cycle.

Promoting a Humanitarian Framework for Migration

In his remarks, Mr. Chekkori presented substantial evidence of Morocco's progress in establishing a humanitarian and responsible governance framework for migration. He detailed initiatives aimed at enhancing border management, ensuring access to essential services such as healthcare, education, and employment, generating relevant migration data, and advocating for a positive narrative about migration as a catalyst for development. This comprehensive approach has led to the development of over one hundred best practices, which have received acknowledgment from international entities focused on migration issues.

Furthermore, Mr. Chekkori recognized Morocco's multifaceted role as a country of origin, transit, and destination for migrants. He asserted that effective national measures would be insufficient without robust sub-regional coordination, continental strategies, and international partnerships. This principle is fundamental to the African Agenda on Migration, championed by His Majesty King Mohammed VI, who is recognized as a leader on migration issues across the continent.

In conclusion, he framed the review of the Marrakech Compact as a pivotal moment to reinforce the global consensus on a governance framework centered on solidarity that prioritizes the rights of migrants and their communities.
