Strengthening Support for Middle-Income Countries
During the 11th annual ministerial meeting of the Friends of Middle-Income Countries (PRM), which was held under the theme "Strategic Action Plan for Middle-Income Countries: International Cooperation to Serve a New Development Model," Minister Bourita underscored the importance of the Rabat Ministerial Declaration adopted in 2024. This declaration called for the development of an ambitious and concrete United Nations Strategic Action Plan tailored to better address the specific priorities and vulnerabilities of middle-income countries. Minister Bourita emphasized the urgent need for focused attention on these nations, which are on a trajectory towards higher income levels, highlighting the necessity for financial support that is specifically adapted to their unique needs.
In this regard, Minister Bourita pointed out that, under the leadership of His Majesty King Mohammed VI, Morocco has positioned South-South and triangular cooperation as a "driving force for co-development and shared value creation." This vision is reflected in concrete and structural initiatives, such as the Atlantic Initiative in support of Sahel states and the Process of Atlantic African States. Furthermore, he noted Morocco's commitment within the Friends of Middle-Income Countries group, which it chaired from January 2023 until April 2025 before passing the presidency to the Philippines. In this context, the minister praised the role of the Friends of PRM as an important intergovernmental space and called for the establishment of "more differentiated, equitable, and better-adapted international cooperation" tailored to the realities faced by middle-income countries.
The meeting concluded with the adoption of a ministerial declaration reaffirming the Rabat and Makati Declarations and calling for the adaptation of international development cooperation to meet the needs of PRM, as well as the formulation of a Strategic Action Plan.
