Desbordes Critiques Justice Minister Over Santiago 1 Prison Expansion

The ongoing controversy surrounding the expansion of Santiago 1 prison has intensified, with the Mayor of Santiago, Mario Desbordes, vocally criticizing the Justice and Human Rights Minister, Fernando Rabat. In an interview with the program _Desde la Redacción_ from _La Tercera_, Desbordes has not only expressed his discontent with the decision to expand the penal facility but has also indicated a clear rift between himself and the minister, stating, "The minister lacks political experience, and this will have consequences going forward." Desbordes's comments come as Rabat confirmed plans for the construction of the prison which will affect the capital.

Desbordes expressed his dissatisfaction regarding the announcement made by Rabat, especially since the minister had previously indicated a desire to seek alternative locations outside of the capital for prison construction, a stance that was clearly at odds with Rabat's recent statements. In his remarks, Desbordes highlighted that he expected such a significant political decision to be preceded by some level of dialogue, particularly given the implications it has for the community. He lamented that this type of decision was not something he anticipated occurring during his administration.

Concerns About Communication and Planning

Moreover, Desbordes criticized the lack of communication he has experienced with Rabat compared to his interactions with former Justice Minister Jaime Gajardo, who he noted was more accessible and communicative. He explained that Gajardo would often reach out to discuss matters directly, whereas Rabat's approach has been markedly different, leading to a feeling of disconnect between the mayor's office and the ministry. "I requested a meeting with the Minister of Justice, and he scheduled it for over a month later. In contrast, I was able to meet with the President on the same day I reached out," Desbordes remarked, emphasizing the disparity in responsiveness.

Desbordes also pointed out the impracticality of situating a new prison in an already congested area, likening it to placing a thermoelectric plant in a residential zone. He firmly opposes the expansion, stating that the area is saturated and unsuitable for further penal facilities. When asked about potential mitigation measures for the community, he accused Minister Rabat of misleading the public regarding the existence of compensation for local residents, asserting, "There was no compensation for Santiago 1. The neighbors received nothing tangible." Desbordes concluded his criticisms by affirming his intent to pursue conversations with the President, indicating that the opportunity for dialogue with Minister Rabat had passed.
