During an international conference organized by the Union for the Mediterranean's Parliamentary Assembly, Mohamed Abou El-Enein, the assembly's president, issued a stark warning regarding the implications of artificial intelligence (AI) on humanity. He emphasized the peril of allowing technology to dictate human destiny, underscoring that the world is currently engaged in a boundless struggle that transcends national borders, ideologies, and religions, affecting realms of thought, science, and culture. This new human conflict is characterized by a revolution in knowledge and technology, necessitating a thoughtful approach to the challenges posed by AI.

Abou El-Enein articulated that while artificial intelligence presents unprecedented opportunities to advance various sectors of life, it also harbors significant risks if misused. He pointed out the potential for AI to manipulate societal awareness or fall into the hands of extremist groups, who may exploit technological advancements for malicious purposes. He cautioned against the unbridled reliance on algorithms devoid of ethical considerations, insisting that such reliance poses a real danger, particularly when it comes to life-altering decisions.

The assembly president highlighted the importance of governance in technology, positing that AI should serve to empower humanity rather than alienate individuals or reduce them to mere instruments. He called for robust ethical frameworks to ensure that technology remains a tool for human benefit, emphasizing the need to safeguard the cultural identity of future generations against the overwhelming tide of technological advancement. Abou El-Enein voiced his concerns about the potential misuse of AI in terrorism and organized crime, stressing that combat zones could transform into laboratories for these technologies, further complicating global security.

Moreover, he indicated that nearly half of all global jobs could become related to artificial intelligence in the coming years, which necessitates transparency and the right for individuals to understand how decisions impacting their lives are made. He urged the establishment of clear legal frameworks prior to deploying any algorithms and called for the creation of a digital transparency charter and an international observatory to monitor the developments in artificial intelligence.

Concluding his remarks, Abou El-Enein affirmed that the youth are the architects of the future and that AI will significantly shape the world to come. He emphasized the urgent need for clear plans with specific timelines to ensure the safe use of this technology, advocating for a new charter and strict ethical governance in the realm of AI and digital life. The overarching message was clear: AI must be guided by our values and humanity, with stringent regulations in place to protect future generations.
