Strengthening Regional Governance in Morocco

In a significant move towards enhancing regional governance, Morocco is intensifying its commitment to advanced regionalization. A pivotal meeting convened at the Interior Ministry in Rabat on Wednesday aimed to assess the ongoing progress of this initiative. This gathering was attended by key stakeholders, including pertinent ministers, regional governors, and presidents of regional councils, and was held in accordance with royal directives issued during the ministerial council led by King Mohammed VI on April 9, 2026.

The discussions during the meeting focused on the advancements made in the implementation of the roadmap for advanced regionalization. Notably, the process has been marked by an inclusive consultative approach, engaging over 86,000 participants comprising citizens, elected officials, academics, and representatives from public administration across all provinces and prefectures. This extensive participation has been instrumental in shaping a new generation of integrated territorial development programs, which are centered on critical priorities such as employment, education, healthcare, water management, and urban development.

Addressing Key Challenges for Regional Development

Officials emphasized the urgency of accelerating the implementation of advanced regionalization to align with citizens’ expectations and to promote balanced development throughout the kingdom. The meeting also reviewed a draft amendment to the organic law governing regions, which has recently received approval during the latest ministerial council and is presently under consideration in Parliament. This reform is founded on three core pillars that include the clarification of regional powers, the enhancement of financing mechanisms for development projects, and the augmentation of financial resources available to regions.

These proposed amendments are designed to align with the outcomes of the second national conference on regionalization, which took place in Tangier in December 2024. The overarching goals of these reforms are to bolster participatory democracy at the regional level, strengthen accountability mechanisms, and enhance the attractiveness of regions for investment, all while improving resilience to both economic and social challenges. The meeting concluded with the identification of key obstacles, particularly the necessity to develop innovative and sustainable financing mechanisms for regions and to effectively implement the National Charter on administrative deconcentration, which is critical for achieving the goals of advanced regionalization.
