Morocco Strengthens Its Role as a Reliable Partner in International Security Framework

Morocco's Strategic Security Partnerships Expand Beyond Traditional Borders

Morocco is not merely expanding its network of security relationships; it is strategically leveraging these connections to enhance its geopolitical position and establish its security model as a reference point within both its regional and international contexts. The recent memorandum of understanding signed by Abdelatif Hammouchi, the Director General of National Security and Territorial Surveillance, with the General Commissioner of the Swedish National Police marks a pivotal moment in Morocco's approach to security collaboration. This agreement opens up new avenues for cooperation with geographical areas that were previously outside the realms of the kingdom's conventional security coordination.

This memorandum, finalized earlier this week, provides a robust legal framework to bolster collaboration between Rabat and Stockholm in combating terrorism, extremism, and transnational organized crime—threats that recognize no geographical boundaries. As such, this necessitates an expansion of security coordination networks beyond traditional frameworks. The significance of this agreement extends beyond immediate security concerns; it holds deeper geostrategic implications. Scandinavian countries, particularly Sweden, have historically maintained a relatively distant relationship with Morocco regarding security cooperation and political engagement. Past misunderstandings regarding the Western Sahara issue have sometimes influenced Sweden's stance, swaying towards separatism under the guise of "self-determination," a narrative promoted by the Polisario Front that has lost its credibility amid evolving perceptions of Morocco's legitimacy in this matter.

A New Era of Collaboration and Trust

From this perspective, the recent agreement appears to represent a "qualitative breakthrough," effectively breaking the stagnation in a region that has been relatively closed to Moroccan security diplomacy. It not only paves the way for operational coordination but also contributes to reshaping certain countries' perceptions of Morocco's national constants, especially regarding the sovereignty over Western Sahara. It does so through the cultivation of trust and the establishment of partnerships grounded in mutual interests and stability.

This evolving approach reflects a gradual transformation in Morocco's security philosophy, which has shifted from merely safeguarding its internal security or collaborating with traditional partners in Western Europe and the United States to becoming a proactive diplomatic tool. This tool serves to establish connections with new regions and solidify Morocco's role as a reliable player in the international security architecture. The "deliberate openness" spearheaded by Hammouchi, grounded in a pragmatic and calm royal vision, has allowed Morocco to transcend the inertia that characterized its relations with various Scandinavian nations, particularly in the security and intelligence sectors.

Furthermore, this path has led to the signing of the memorandum with Sweden, which is expected to lay the groundwork for sustainable cooperation and potentially foster similar partnerships in Northern Europe. Additional indicators of this trend are surfacing, as Norway recently expressed its desire to enhance its security ties with Morocco, indicating readiness to sign a comparable agreement to define cooperation on shared concerns. This reinforces the notion that the Swedish agreement is not an isolated event but part of a broader trajectory to redefine the kingdom's security partnerships.

This momentum is not confined to the Scandinavian region; it has also extended to more distant geographical areas, exemplifying Morocco's strategy of diversifying its partners. On May 21, 2024, Hammouchi signed a memorandum of understanding with the Director General of the Brazilian Federal Police, a move regarded as the onset of unprecedented engagement with Latin America. Additionally, in October of the same year, he held discussions with the Director of Criminal Investigations Police in Chile, signaling intentions for future collaboration with new security actors outside the traditional circles. Similarly, Morocco has reinforced its presence on the African continent, with Hammouchi concluding an agreement with the police in November 2025 that further solidifies this commitment to expanding security partnerships.
