Morocco Advances Africa-Atlantic Gas Pipeline Initiative in Washington

A prominent delegation from Morocco, spearheaded by Amina Benkhadra, the Director General of the National Office for Hydrocarbons and Mines (ONHYM), engaged in a series of significant discussions in Washington this week. This endeavor is part of Morocco's strategic campaign to garner international support for the Africa-Atlantic Gas Pipeline (AAGP) while reinforcing the kingdom’s role in global supply chains for critical minerals. The delegation's high-level meetings included interactions with key entities such as the Department of Energy, the Department of State, the National Security Council, and the World Bank, along with influential American think tanks like the Center for Strategic and International Studies, the Stimson Center, and the Atlantic Council’s Global Energy Center, according to a statement released by ONHYM.

During a pivotal meeting with Tommy Joyce, the Acting Assistant Secretary at the Department of Energy, Morocco’s Ambassador Youssef Amrani emphasized Washington's increasing interest in this project, characterizing it as a vital opportunity for enhancing energy security and fostering regional development. Benkhadra elaborated on the project's recent advancements, including finalized feasibility studies and Front-End Engineering Design (FEED). Additionally, the Intergovernmental Agreement (IGA) framework has been drafted, pending signatures from the 13 heads of state of the Economic Community of West African States (ECOWAS) through which the pipeline will pass. The ongoing institutional structuring is also aimed at preparing for a Final Investment Decision.

The pipeline, extending over 6,000 kilometers from southern Nigeria to northern Morocco, is expected to benefit approximately 400 million people, significantly enhancing energy accessibility in regions where only 40 percent of the population currently has dependable electricity. Beyond merely supplying energy, this initiative is poised to act as a catalyst for industrial growth along the Atlantic corridor, effectively linking West Africa's natural gas resources to European markets. Furthermore, Benkhadra pointed out the increasing synergies between the gas corridor and the extraction of critical minerals—two strategic cornerstones of Morocco’s energy transition agenda that have drawn considerable interest from American institutions and investors participating in the Powering Africa Summit in Washington.

Throughout these discussions, the participating institutions and think tanks exhibited strong enthusiasm for the AAGP project and acknowledged Morocco's strategic positioning within the energy and mining sectors. They underscored the transformative potential of these initiatives and their escalating significance amidst the evolving international geo-economic and geostrategic landscape. Ultimately, the African Atlantic Gas Pipeline aims to connect West Africa’s gas resources to Morocco via a strategic energy corridor, promoting regional integration, enhancing energy access, facilitating the continent’s industrialization, and diversifying global energy supplies.
