This development emerged during a new round of sectoral dialogue between the Ministry of Higher Education, Scientific Research, and Innovation and the National Syndicate of Higher Education. Discussions covered several critical issues, particularly the expansion of benefits from this initiative, which had previously been limited to specific categories of professors, especially those within the faculties of medicine and pharmacy.

According to consistent information, discussions have not only centered around the principle of generalization but have also delved into the technical aspects related to the implementation of this initiative. A draft regulatory text was presented, and there was an agreement to continue consultations to refine it, addressing both legal phrasing and the determination of its application method, whether immediate or gradual.

However, this direction is not without complications. Union sources indicate that the currently proposed formula may reinforce the previous logic by restricting benefits to specific categories without others. This has prompted representatives of the professors to call for a reconsideration of the project to ensure inclusivity and prevent the exclusion of any group.

In a related context, the issue of seniority within the public service was raised. The ministry presented a preliminary vision aligned with the union's proposals but requested additional alternatives in anticipation of potential objections from other relevant government sectors, particularly those related to finance and public administration. Regarding professional promotions, substantial progress has been noted, with the majority of outstanding cases for the year 2023 being addressed, leaving a limited number still under review and resolution.

Additionally, the matter of equating certain foreign degrees, particularly the French doctorate, has seen a significant breakthrough, following a final agreement on the issue, which is expected to enhance the principle of equal opportunities within the university system. However, the tax exemption related to research compensation appears to face challenges in achieving government consensus, leading towards alternative solutions, including a review of the compensation values to offset tax impacts. This proposal is anticipated to be discussed more extensively in forthcoming meetings.

While these developments reflect a relative advancement in certain areas, union sources assert that there remains a long way to go before all outstanding points are resolved. Ongoing reservations within decision-making circles indicate that dialogue will continue to be characterized by further exchanges and negotiations in the upcoming phase.
