Parliamentary Review of Military Cooperation Agreements

The Moroccan government has presented to the House of Representatives several bills related to military cooperation agreements established with various African nations, some of which continue to recognize the self-proclaimed Sahrawi Arab Democratic Republic (SADR). This announcement was made on Monday, June 8, during a legislative session where the head of the executive, Aziz Akhannouch, addressed questions from deputies regarding education and vocational training.

Among the agreements up for discussion is the military cooperation pact signed on June 17, 2025, in Rabat with Ethiopia, a country that has yet to sever its ties with the SADR. This strategic partnership encompasses multiple areas, including military training, the organization of joint exercises, scientific research, and military health. It also aims to facilitate the exchange of experiences and expertise in sectors of mutual interest. Notably, Addis Ababa hosted the inaugural meeting of the Moroccan-Ethiopian joint military commission on May 14, 2026.

Additionally, parliamentarians are expected to endorse the military cooperation agreement finalized on June 18, 2025, in Rabat with Rwanda, another state that acknowledges the SADR. This agreement entails the establishment of a joint military commission tasked with defining the axes of bilateral cooperation, which will convene alternately in Rabat and Kigali.

A further agreement relates to the military cooperation signed on October 21, 2025, in Rabat with Liberia, a nation that supports Morocco's sovereignty over the Sahara. Furthermore, Morocco has also established military cooperation agreements with Ivory Coast in May 2025 and Cameroon in March 2025.
